BTEP BTEP Program Overview The U.S. Department of Health and Human Service’s Biotechnology Engagement Program (BTEP) provides funding for public health-oriented science collaborations between U.S. researchers and former Soviet Union (FSU) and Commonwealth of Independent States (CIS) biological and chemical defense scientists. Goals are non-proliferation, scientists redirection and institute sustainability.
